National Resource Centers

The U.S. Department of Education has designated 15 Russia and Eastern Europe National Resource Centers (NRCs) under Title VI of the Higher Education Act. The purpose of the NRC program is to train specialists in modern foreign languages and area studies. Grants are awarded to institutions of higher education for the purpose of establishing, strengthening and operating comprehensive centers focusing on language and area studies. The Russia and Eastern Europe NRCs (2002-2006) are:

Slavic and East European Language Resource Center (SEELRC)

The mission of the SEELRC (pronounced "see-l-r-c") is to improve the national capacity to teach and learn Slavic and East European languages. The Center accomplishes this by developing teaching and assessment materials as well as by supporting research and a variety of activities, including undergraduate and graduate education and exchange programs, conferences, seminars, and public outreach programs. Funding for the Center comes from the U.S. Department of Education under Title VI of the Higher Education Act of 1965. This website is a clearinghouse for instructional materials for teachers and students of the languages of this vast and diverse world region.

Caspian Studies Program - Belfer Center, Harvard University

The Caspian Studies Project (CSP) seeks to locate the Caspian region on the maps of the  U.S. policymaking community as an area in which the United States has important national interests and where U.S. policy can make major differences.

Inner Asian and Uralic National Resource Center, Indiana University

In 1962, IU became home to the Uralic and Altaic Language and Area Center, which in 1981 was renamed the Inner Asian and Uralic National Resource Center (IAUNRC). For the last 40 years, IU has gathered leading specialists, impressive library collections, and other top-quality resources to create the nation's premier program in Central Eurasian Studies. It has effectively utilized these resources to provide quality training and outreach programs that continue to serve the entire country.

Central Asia-Caucasus Institute ( SAIS)


The Johns Hopkins University, Paul H. Nitze School of Advanced International Studies. The Central Asia-Caucasus Institute of SAIS: for the study of the Caucasus, Central Asia and the Caspian Region.

PSU Russian Language Flagship Program


The Department of Foreign Languages and Literatures at Portland State University (PSU) offers a curriculum for students who seek to achieve Superior language proficiency in Russian while pursuing degrees in the academic major of their choice. Available to undergraduate and post-baccalaureate students, the PSU Russian Flagship Program leads to a Certificate of Advanced Proficiency in Russian.

National Middle East Language Resource Center

NMELRC at Brigham Young University, "seeks to coordinate efforts aimed at increasing and improving opportunities for learning the languages of the Middle East. The center undertakes and supports projects in areas such as teacher training, materials development, testing and assessment, integration of pedagogy and technology, study abroad, and K-12 programs. It works across Middle East languages to foster cooperation and joint utilization of expertise and resources."

Institute of Turkish Language Studies

At the School of Foreign Service of the Georgetown University, the oldest and largest school of international affairs in the country, the Institute of Turkish Studies (ITS) is the only nonprofit, private educational foundation in the United States that sports the development of Turkish Studies in American higher education.

Harvard Ukrainian Research Institute

Founded in June 1973, the Harvard Ukrainian Research Institute (HURI) serves as a focal point for graduate and undergraduate students, fellows, and associates pursuing research in Ukrainian language, literature, and history as well as in anthropology, archaeology, art history, economics, political science, sociology, theology, and other disciplines."

The Center for Persian Studies, University of Maryland

Established in 2004 as the first full-fledged academic center focused on the Persian-speaking cultures in Iran, Afghanistan, and Central Asia (as well as the Persian-speaking diaspora communities around the globe). Home to National Persian Flagship Program at UMd.

Center for Albanian Studies at the University of Nebraska – Lincoln

The specific goals of this continuation program are to reinforce the new academic infrastructure that will train Albania's future business leaders and managers through the first ever MBA program at the University of Tirana, to establish the role of the university as a continuing source of business planning and development expertise through their adjunct business assistance centers, involve Albanian students in the transition effort through Students in Free Enterprise (SIFE) chapters at partner institutions, and to respond to the special training needs of Albania's business and academic institutions with focused seminars and workshops.
