Tisztelt Elnök Úr, Elnökség, Kedves Akadémikus Társaim és Doktori Képviselők!
Félünk! Féltjük az Akadémiát. De a tét nem az Akadémia intézménye, hanem a magyar tudomány jövője.
Féltjük hozzájárulásunkat a magyar és nemzetközi tudományos fejlődéshez, féltjük szellemi szabadságunkat. Féltjük elveinket is – azok közöttünk, akik a kommunista diktatúra alatt kellett hogy alkotó munkát végezzenek, jól emlékeznek, mit kellett nyelni ahhoz, hogy hozzájuthassunk a tudomány műveléséhez.
1948-ban, éppen hetven éve hozta létre a Magyar Dolgozók Pártja a Magyar
Tudományos Tanácsot Gerő Ernő vezetésével. 2018-ban az Innovációs és Technológiai Minisztérium Palkovics László vezetésével tesz javaslatot a Nemzeti Tudománypolitikai Tanács létrehozására, melynek tagjait a miniszterelnök nevezi ki. A politika benyomul a tudományba.
Mások is félnek. Fél az intézetigazgató és a tanszékvezető, mert nem tudja, lesz-e pénz rezsire és fizetésekre. Fél az egyetemi oktató, mert nem tudja, mi lesz egyetemével; fél a középpályáján fejlődő csoportvezető kutató, mert nem tudja, kifizetik-e elnyert pályázatát; fél a szerződéses fiatal kutató, mert nem tudja, Magyar Tudomány lesz-e fizetése; és fél a PhD-hallgató, mert nem tudja, meddig lesz témavezetője. A félelem országává lettünk!
Mint agykutatónak van fogalmam a félelem agyi mechanizmusairól, hatásáról a viselkedésre, a gondolkozásra, és ami a legfontosabb, a kreativitásra, melyen a közösségek, a nép és az ország jövője múlik.
Hogyan jutottunk ide?
Beszéljenek helyettem világszínvonalon itthon csoportot vezető, kitüntetett,
díjnyertes, negyven körüli tudósok, a jövő magyar tudományos életének vezetőjelöltjei, akiknek már most itt lenne a helyük, közöttünk:
Egyikük:
„…itthon egyébként nagyon elkeserítő minden. A természetvédelem, a tudomány, a civil jogok, borzasztó látni, ahogy évtizedek óta épülő értékek mennek tönkre minden józan ész ellenére.”
Egy másik:
„…a bizonytalanság és a borús jövőkép miatt visszaesett a teljesítmény, a [fiatalok] munkájukat kevéssé szívesen csinálják, mert kezdik feleslegesnek érezni magukat Magyarországon. Úgy érzik, kezdenek a kitaszítottak kategóriájába kerülni, akikre igazából nincs szükség itthon, az ő munkájuk nem kap megbecsülést.”
A harmadik:
„…ez a hangulat nemcsak az én tudományterületemen van, tegnap mondta nekem egy barátom, […hogy…] az ő szakterületükről már pár »lendületes« külföldre menne.”
„A fiatalok számára (45 alatt) az elmúlt fél év a romboló bizonytalanság volt.
Érdemes-e akkor itt maradni, ha mindenféle egyeztetés és gondolkodás nélkül az összes tudományra szánt pénzt egy mozdulattal le lehet nyúlni Magyarországon? Még mindig nem tiszta a jövő…”
A negyedik:
„Tömören összefoglalva: a hatás rossz.
Bővebben:
– közemberekre – meglévő tisztelet rombolása,
– szenior kutatókra – bizonytalanság,
– fiatal kutatókra – kilátástalanság.
Az általános kép egy morális válság.”
„A fiatalok előtt semmiféle pozitív jövőkép nincs.”
Folytathatnám. Akadémikus társaim, ezek a szavak kiváló, elkötelezett tudósoktól felelőssé tesznek minket.
Hogyan jutottunk ide?
Az nem lehet, hogy ennyi ész hiába fáradozzék!

Kérem Önöket, hogy a magyar tudományos jövő érdekében támogassák szavazatukkal előterjesztésemet azokért a magyar tudósokért, akikben, mint Radnóti Miklós írta, „megnő az értelem”.1

*English Translation*
Honoured President, Presidium, Dear Fellow Academicians and Representatives of the Academy Doctors!
We are scared! We fear for our Academy. But it is not the Academy as an institution, which is at stake, it is the future of science in Hungary.
We fear for our access to contributing to the development of Hungarian and international science and we also fear for our intellectual freedom. We fear for our principles too – those amongst us who had to produce creative work under communist dictatorship will remember how much we had to endure in order to have access to carrying out scientific work.
In 1948, exactly 70 years ago, the Hungarian Workers Party (MDP) created the Hungarian Scientific Council, with Ernő Gerő (member of the Communist Party Central Committee) as its head. In 2018, the Ministry of Innovation and Technology, under the Minister Dr László Palkovics, proposes to create a National Science Policy Council, whose members will be appointed by the Prime Minister, Viktor Orbán. Politics takes control of science!
Others are also afraid. The directors of institutes and heads of university departments are afraid, because they do not know if there will be funds in 2019 for salaries and basic maintenance. University teachers are afraid, as they do not know what happens to their universities, mid-career scientific group leaders are afraid, because they do not know if their approved grants will be funded, their postdocs are afraid as they do not know if they will have salaries, and the PhD student also lives in fear because she/he does not know how long she/he would have a supervisor. We have become a country of fear!
As a neuroscientist, I have some idea about the brain mechanisms of fear, and its effect on behaviour, thinking, and what is most important on creativity, on which the future of communities, the people and the country depends.
How have we got here?
Instead of me, let those internationally recognised, group leading, prize winning 40-something scientists speak, who should be the future scientific leaders of Hungary and who should be already here amongst us. They wrote to me.
The first: ‘…here at home everything is depressing. Nature conservation, science, civil
rights, it is terrible to see how those values that have been built over decades are destroyed contrary to all common sense.’
The second: ‘…as a result of the uncertainty and no hope for the future, the productivity has declined, the younger ones enjoy their work less, because they are beginning to feel unwanted in Hungary. They are beginning to feel in the category of the rejected, who are not needed here at home, their work does not receive recognition’.
The third: ‘…this atmosphere is present not only in my discipline, yesterday I heard from a friend that in his discipline already several “Momentum” awardees are planning to move abroad…’ ‘For the younger ones (under 45) the last half a year has been a destructive uncertainty. Is it worth staying here, when without any consultation and thinking, it is possible to steal all of the funds approved for science in Hungary? The future is still bleak…’
The fourth: ‘Summarised briefly: the effect is bad.
In more detail:
– for the ordinary public – destruction of previous respect
– for senior scientists – uncertainty
– for young scientists – hopelessness
The general picture is a moral crisis. There is no positive future prospect for
the young ones.’
I could continue. My Fellow Academicians, these words quoted from excellent, dedicated scientists make us responsible!
How could we get here?
It is impossible that all this brain power here labours in vain!
‘…It cannot be that all in vain
so many hearts have bled,
that haggard from heroic breasts
so many souls have fled!
It cannot be that mind and strength
and consecrated will
are wasted in a hopeless cause
beneath a curse of ill!’
(Mihály Vörösmarty, 1836)2
I ask you that in the interest of the future of science in Hungary support my
motion with your votes for those Hungarian scientists, who, as the poet Miklós Radnóti wrote in 1944 before he was murdered,
‘…with their dawned intelligence,
and one day it will brighten, hid now in safety’s bark,
till peace shall write upon our land its shining mark.’3
