Commercial Law Development Program (CLDP)
Position description
Established in 1992, CLDP is a division of the U.S. Department of Commerce that helps achieve
U.S. foreign policy goals in developing and transitional countries through commercial legal reforms. CLDP’s unique, government-to-government technical assistance draws upon highly experienced regulators, judges, policymakers, business leaders, and attorneys from both the public and private sectors to deliver results that make meaningful and lasting changes to the legal and business environments of our host countries.
CLDP is looking for an energetic and results-oriented individual who enjoys working in a dynamic and mission-driven organization. The major geographical focus of programming for this position is expected to be in Central Asia with the possibility of work in South Asia. The individual will perform duties such as:
Program Implementation and Logistics
• Assisting attorneys with the design and implementation of technical assistance programs related to furthering commercial legal reforms in the energy and power sectors;
• Identifying and securing the logistical support needed to execute technical assistance programs through multiple procurement mechanisms;
• Traveling overseas to prepare and implement trainings, workshops and consultations;
Financial Management and Budgeting
• Developing and managing overall program budgets, including tracking expenditures as they occur, notifying funding agencies of spending rates, and reviewing bills for CLDP programs;
• Monitoring federal regulations and departmental policies to ensure that all CLDP work plans and expenditures comply with the relevant requirements;
Monitoring, Evaluation, and Reporting
• Record and report M&E data in a timely and accurate manner for regular and ad hoc requests;
• Draft post-program and quarterly reports and website entries;
Diplomatic and Cross-Cultural Communication
• Liaising with foreign government officials and other high-level diplomatic personnel and business leaders overseas.
Qualifications
Applicants must possess the following qualifications:
• Ability to communicate effectively, orally and in writing, with peers and high-level U.S. and foreign officials;
• Fluency in Russian language and the ability to conduct program activities using Russian language fluency;
• Additional fluency in any of the Central Asian national languages (Kazakh, Kyrgyz, Tajik, Turkmen, and/or Uzbek) is desirable;
• Ability to manage program budgets, complex logistics, and complete procurement requests;
• Flexibility to adapt to rapidly evolving circumstances;
• Experience working in the expected geographic region or interest in the region;
• Strong organizational skills and attention to detail; and
• Ability to attain and maintain a Secret Level Security Clearance.
One or more years of specialized experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social), is preferred.
